Start with this Palm Knowledgebase Article about changing, adding and managing Ringtones on your Palm Treo SmartPhone.
In particular, using MP3 files as Ringtones requires the use of a third-party application.  Here's one of them.  This link will take you to a listing in the Palm Store.  You might also find others (free and not free) by searching the internet, or using the Search field down below here on the Forums.

If you are using the Treo 680 (with the 2.11 update) or the Centro, MP3 ringtone support is now built in. Refer to this post for instructions on how to so from an SD Card.

Also, downloaded MP3's (through Blazer) or MP3's received through MMS messages can be saved as Ringtones.

Another excellent (and free) option is to use an applicationn called Minitones on your Treo or Centro to convert existing .mp3 files stored on an expansion card, into ringtones.
