To answer your question, the Pre is exclusively a Sprint device upon it's release. It will function only on the Sprint Network. It is a CDMA phone and if there are any carriers over there with a CDMA network it would function with some very expensive roaming charges. I'm willing to bet it will eventually be released as a GSM model, which will function with carriers that require SIM cards.
