This happens to me to. A restart fixes it temporarily. Butler has had me erase apps & data, do a full erase, and doctor it, to no avail. I am now systematically deleting all apps and am down to a few, but it is still happening.

Anybody home? I deleted all apps on the TouchPad, but it still rings instead of vibrates when you mute it. HP issued a repair order and I dutifully sent it in, waited two weeks, got it back, turned it on and selected mute - same problem, no difference at all.

That's true - but with vibrate on it should vibrate instead of ringing. I found an additional clue just recently, when I retired my Pre for a Pre 2. I notice that the Pre 2's normal behavior is to make this ringing sound instead of vibrating when the phone is on the Touchstone. This makes some sense, as you would not perceive a vibration when the phone is not on you. It suggests that the Touchpad is ringing as if it were on a Touchstone, instead of vibrating, even when it's not until a reset cures it.
HP sent me an exchange unit, but the screen is bad, so I'll have to send the exchange unit back...

Sounds like a low growl or subdued klaxon alert.
I would say it is as designed, a small alert tone to let the user know that the sound was muted. Without it others would complain the sound was off when it was a mistap or something. Now you'll audibly hear it turning off.
Doesn't appear to be any other noises once muted. Did not notice a tone emitted to inform the user audibly that the sound was unmuted.

Thanks for your response. Assuming you are talking about the low "b r r i i ng" sound, I respectfully disagree based on the following:
1. If you do a reset, from then until some time later, it vibrates as confirmation that you have muted (as you would expect when Vibrate is set to On in Sounds and Ringtones).
2. My other WebOS devices, a Palm Pre and a Palm Pre 2 both vibrate to confirm mute setting, *except*...
3. My Pre 2 makes the ringer noise as confirmation of mute mode only when it is on the Touchstone. This makes sense as you would not perceive a vibration as confirmation of mute mode when the device is not on you, but on the charger.
Ergo, I think when this happens, the TouchPad thinks it is on the TouchStone when it comes to providing notification feedback.
