Sorry if this has been covered already but I didn't find anything through a search, so if nothing else I'd like to contribute this information.
AT&T offers "GO" service for Prepaid wireless. The plans include both voice and data.
I was able to use GO to activate my Palm Pre+ and my HP Pre2. I did this so I can develop on the platform and so my kids could use them to play games over WiFi.
I went to the AT&T store and asked for a GO SIM. We registered the SIM with AT&T and selected the "Ten cents per minute plan." We also had to enable the data feature which is $5 for 10MB. I then regarged the GO account with a one-time $15 credit card charge.
This worked perfectly; the phone came right up into the profile selection. Both the PP+ and the PP2 behaved identically.
Drawbacks: The $15 GO "recharge" expires after 30 days. I don't know what the behavior of the phone will be once that happens. There is a $25 refill option which extends the expiration of the funds to 90 days, however data still costs a minimum of $5 per month. You either have to keep paying that or contact AT&T to move $5 from your recharge into another month of service. Yeah, every month. So keeping this alive is a PITA and costs a minimum of [25/3] $8.33 per month per line but more like $15 per month if you don't want to have to visit the store every 30 days.
Another drawback for multiple phones (and I'm sure this has been covered previously, but I didn't search) is that we can't seem to share a Palm Profile across multiple phones. Phone+Tablet seems to work but PP2 + PP+ doesn't work, the previous phone gets wiped. That means to have the same paid app on both phones requires purchasing it twice AFAIK.
Obviously the other option is to use the WebOS workaround that is fully documented in many places.
