I just wanted to point out for us noobs here-
--Create a folder called BACK-UP in the Palm directory
Copy the 2 files that you will be editing and place it there. THIS WILL BE ESPECIALLY HELPFUL IF YOU MESS UP THE HEX EDITING like I did!
--you do have to look up the number 12.0 to find it, but you don't have to edit/change the whole number 12. Just highlight the number 2 and change it to a 4 and save on both files.
FYI I tried the Outlook editing method and messed that up- I didn't have a backup so I had to run the install again to then repair all my office 2010 files, including the outlook one I messed up.
PizzaBoy-Thank for the advice and tips! Worked like a charm. I preferred this method over editing the outlook.exe file as it takes care of the root problem (Palm not accepting the new version of outlook) vs. modifying a key Office 2010 file.

I'm unclear on one thing you wrote:
"You NEED to have the 2007 compatibility patch installed. if you don't, it won't work (this includes if you upgrade, you need to uninstall and re-install the conduits update)"
Is the "Compatibility Patch" the same thing as the 2007 conduits update? Should I drop the two files you shared into the C:\Program Files\Palm directory before or after installing the 2007 conduits update?
