I also had problems setting up my charter email on my pre and had called Charter, Sprint, and Palm looking for a solution. While on hold with Palm I had remembered that I was able to setup charter email on my Motorola Q but was never able to send email using this account. I believe this was due to some security policies that Charter had. Anyway, I changed the smpt server settings to my gmail account and viola, it works.
So here is what it looks like:
Mail Type: POP
Incoming Mail Server: mail.charter.net
Username: myusername (first part of your email address omit the @charter.net)
Port: 110
Encryption: None
Outgoing Mail Server: smtp.gmail.com
Authentication: ON
Username: your gmail username
Password: your gmail password
Port: 465 (default port for ssl)
Encryption: SSL
One caveat when using this method is that the receiving party sees the incoming email address from the gmail account but when replying it will send to the charter account. This method may also work using hotmail or other pop accounts but has not been tested.

After playing around with mine, I found the permanent fix. First off, make sure you have the latest software version on your PRE.
IGNORE what Charter said the address is for Incoming and Outbound. pop.charter.net and smtp.charter.net will ONLY allow you to RECEIVE, when you try to compose, reply, reply all, forward, you will get a error, and it will NOT go out.
the correct settings should be:
Mail Type: POP
Incoming Mail Server: mail.charterinternet.com
Username: myusername@charter.net (first part of your email address DO NOT omit the @charter.net)
Password: whatever the password is to access the charter email account
Port: 110
Encryption: None
Outgoing Mail Server: smtp.charterinternet.com
Authentication: ON
Username: myusername@charter.net (first part of your email address DO NOT omit the @charter.net)
Password: whatever the password is to access the charter email account
Port: 25
Encryption: none
I have already tested between my charter and my hotmail and work email addresses and it works.

HP Touchpad Charter email settings.
The following settings work on my HP TouchPad as of November 15, 2011 – also the messages still remain on the Charter server. I use Outlook Express on a local home pc and the messages still come into it. Unsure how to set the HP TP so the messages would be eliminated from the Charter server???
I just got my Droid Charge 4g working in both directions using POP mail so the messages are not removed from the server and I can get them on my desktop when I get home.
For both Incoming & Outgoing be sure to include your email address (assuming it is a Charter.net account & not an old state based one like my old name@chartermi.net.) and password.
Incoming:
Server: pop.charter.net
Port: 110
Security Type: None
Outgoing:
Server: mobile.charter.net
Port: 587
Security Type: SSL
Incidentally, I spent alot of time online with HP TouchPad support since I had other issues with email settings - I have gmail, yahoo, charter, etc. Basically, at home I found out my Motorola Surfboard WI-FI router security was blocking some of the email accounts - when I turned off the router's firewall security every email type worked - IF in the case of like Charter - you get the settings correct. Hopefully the settings above will continue to work for awhile although I personally do not like having the incoming security set to none. However WebOs seems relatively secure itself.
