This being limited to Google it sounds like that a setting within Google voice is not setup correctly. See if you can forward your Google number to another cell phone and check if the result is the same. Another thing to check is the settings. While I do not have Google voice I do know they make it very customizable and there could be a setting that is causing this issue.
